Java bindings: updates to TOC and creating a "Details and history" section

• Remove Scaladocs because we don't officially support Scala bindings.
• Remove "Javadocs" as a sub-menu
• Add "Details and history" under the Java packages, like the other entries.

@hrischuk-da what would the page be for Details and history? Doesnt look like Javadocs have any extra page to be replaced as Details and history.

@hrischuk-da yes, in process of adjusting. we have the ability to generate the history, i think the nav link just got wiped
