chore: ci on all branches except gh-pages

Description

• Run CI pipeline on all pushes
• No need to call out PRs explicitly since the job runs on every single push
• Does not run CI job for gh-pages branch
• Consolidates the CI steps into a single job

Testing

1. Verify here that all CI steps are still run
2. Verify it runs on any branch
3. Verify that it ran only one job with multiple steps instead of multiple jobs
