What this PR does / why we need it:
This PR adds the following github workflows:
release: For cutting releases of services/plugins in this repositoryrelease-rules: Helper github action forreleaseworkflowAlso, some cleanup has been done to move
makecommands related to Observation Service intoobservation-service/Makefile. There'll be 1 more subsequent MR that cleanup references in the repository when the repository has been renamed.Which issue(s) this PR fixes:
