Remove margin from tooltip labels

A user is reporting that the React/vanilla markup sync in carbon-design-system/carbon-components-react#1917 is breaking existing styling for their application pages:

After further investigation it looks like the margin was introduced in #43 and reintroduced in #948. This margin doesn't appear to be necessary though, so it may be worth removing that rule altogether
