Note that 0.1.3 is already on test.pypi and doesn't match this,
because I uploaded that while testing
the license rendering. Oops.

I figure this is better than skipping 0.1.3 and going straight to 0.1.4
on th epublic pypi

next time should have used 0.1.3rc0 when testing on test.pypi
