Devnet: Add local-development support to use erc-4337.

📚 Context

Previously we supported development with account abstraction (a.k.a AA) in a offline mode, but due to an problem while using cannon and the rollback to use foundry as distribution, the support for local-development was removed. This issue is to track and subsequently apply changes once the workstream on repository cartesi-erc-4337-devnet is complete.

PS:There is a workaround which by using the --fork-url with the CLI run command AA contracts would be available.

Dependencies

• Depends on Forge deployment scripts erc-4337-devnet#16
• Also, depends on a new release strategy to make artifacts available. 🟧

📈 Subtasks

• Update devnet build script to incorporate the logic to extract the AA contract deployment information [devnet]
• Verify whether everything is working as expected.
