Adds a --allowed-pr-authors / GITHUB_ALLOWED_PR_AUTHORS setting that restricts mutating pull request tools to existing PRs authored by the configured GitHub
logins (read-only PR tools and create_pull_request are unaffected; actions_run_trigger is exempt because it targets a ref). Also lets the HTTP server fall back
to a default token when no per-request token is supplied.
