Fix retired model test import

Summary

• remove the stale streaming test import for the deleted usage-limit helper
• drop the now-dead usage-limit helper test that only covered retired Spark fallback plumbing

Validation

• cd code-rs && cargo test -p code-core --lib --no-run
• ./build-fast.sh

Fixes the Release workflow failure from #154.
