Make Folder Studio retry decisions actionable

Summary

• put the Folder Studio decision card before secondary context so the current action is visible immediately
• wire stopped/failed folder processing to retry directly from Folder Studio
• update workflow copy and smoke fixture markers for the new retry-first state
