params (reschedule_independent, reschedule_primary_standby, reschedule_shared),
add pause_user_chores service documentation with unpause_action values
- Configuration:-Notifications.md: Add standby-needed notification section
- Getting-Started:-OpsCenter.md: New page documenting the admin dashboard
sections (Approval Board, Management, All Chores, Individual Chore Controls,
