Add ecoregions as concurrent option for user upload data

Investigate possibility of users including state and ecoregion and being able to toggle between them

User adds separate columns for state and ecoregion, then generate separate state and ecoregion data tables with calculated metrics?

They will need one or both of state/ecoregion.

From 7/11 meeting w/ Scott:

• Replace “User upload” label in legend with lake name
• Replace “Standardized” label in legend with “state means” or ecoregion means” or “[state name] means” or “[deserts] means”
• Have them able to select some options (state, ecoregion, waterbody type)
