CDAP-20930
Enable HTTPS for system services launched through Twill. The enabling is controlled by existing cdap-site configuration
ssl.internal.enabledand the certificates specified in cdap-site are used.To make clients aware that the server supports https, the discoverable payload now contains the URI scheme instead of the application version.
