Auto Discover .NET Runtime from csproj file #267
Description
Current behavior the Lambda runtime is set to DOTNET_8 (see #260). However, the runtime is also stated within the csproj file itself. Auto discovery could read the csproj file, set the runtime which is stated. When this is not clear (due to MSBuild properties for example) we can always fall back to DOTNET_8.
