What should this PR do?
Adds a consistent log message for any human response we generate, to provide insight into the usage of the feature. Disables the standard Hono request/response logging in all deployed environments to reduce log noise, and then increases log sampling to 100% in production to capture the human response log message.
What are the acceptance criteria?
Log message emitted when requesting a human output response.
