- Updated signals.yaml and mock apt signals to cover channel C - [PLANNED] The intent is that these changes here can be used to JAM N-APT

- Added hot reloading for signals.yaml when an n_apt channel changes - Fixed a long-standing regression where the device name came out as "Generic RTL2832U OEM" instead of "RTL-SDR v4"
- Removing triangulation from n_apt channel - Added a very naive timezone solution - Fixing layout algorithm for snapshots
