Bug report - cecli not stopping after adding files declined

Previously declining to add a file let aider to drop back into prompt mode... but this instance it just caried on.

Sorry just to add a feautre request to the bug report (same area)

Ideally even if we agree to add a file it would be desirable to have the option to drop into a prompt phase with the thought "oh right, I see you want to go in that direction. That is ok but before you proceed X, Y and Z"

Perhaps "Add file to the chat? should include a /Yes (B)ut let me add a prompt option???
