WinForms - Can only Create Browser in Constructor

Currently you can only create the Browser within the constructor, anywhere else and the content isn't rendered properly.

Need to troubleshoot and resolve if possible.

• Cef events fire as expected
• OnPaint is called as expected

Might be another timing issue, may also be worth testing against a newer Cef branch to see if it's an upstream related problem.

Looks like there's still a bug in 2062, though it does appear that adding a slight delay in OnPaint reoslves the issue in that branch, so I'm hopeful that it's fixable once we upgrade.
