No, it doesn't.

What you're seeing is a reply from Caches, according to the UI at least. There could also be a bug here, in that, Rethink might be marking non-cached answers as "Cached".

Look like a bug, v055w, every dns show resolved by cache.

The screenshot you shared shows the entry resolved by "CachePreferred" not that the answer was returned from "Cache".

It is mostly debug information (shown when Configure -> Settings -> Log level is set to "Debug" or "Verbose" or "Very verbose"): It informs that Configure -> DNS -> DNS Booster is being used for "Preferred" DNS (the DNS upstream set in Configure -> DNS -> Other DNS).
