Open data recommendation for commercial orgs

A thought regarding the applicability of this recommendation for commercial organisations:

POL#5: Open Data: Organizations should ensure that Earth observation data is discoverable, accessible and proactively made freely available for use, reuse and redistribution to users in human and machine readable form.

Could we add something like "Where this is not possible (e.g. for commercial data), sample datasets should be made freely and openly available for demonstration purposes"? I believe @daveborges @akerosenqvist used sample datasets in their Analytics Lab study (details from Slide 11 here)

POL5: Organizations should ensure that the earth observation data is discoverable, accessible and proactively made available for use, reuse and redistribution to users in human and machine readable form following the principles of Open Data, where full data cannot be provided as Open Data, sample/subset of data should be provided for demonstration as Open Data.

I recommend the above changes by removing the word free as the Open Data definition is already specifying, not to charge and if needed when to charge.
Although the second part is more of a best practice, still as it helps in interoperability and hence can be added.
