This adds a tool at https://hub.edlib.test/lti/playground for launching arbitrary LTI requests. It shows up in the user menu if debug mode is enabled (but is always accessible), and lets one choose a URL, key, secret, parameters, and timestamp with which to launch an LTI request.
The purpose of this is to have a platform from which the hub's LTI details can be tested via browser tests.
