While scrutinizing the Dependabot setup in this project, I noticed that the Dependabot Go module upgrade job has been failing for some time. Example from today: https://github.com/cert-manager/makefile-modules/actions/runs/16889028507.
This PR sets the (new) correct minimum Go version directive and bumps all dependencies in olm-to-oci. Do we still use this?
