In preparation for possibly removing the share/GUI folder entirely.
This adds the ability to inhibit management of the share config.php file when the class
mpf_disable_mission_portal_docroot_sync_from_share_guiis defined.Also updates GitHub Actions upload-artifact from v3 to v4.
