GitHub action to require a manual confirmation before minor

At Vercel on AI sdk we accidentally shipped a minor when it should have been a patch from a community member. I'm thinking it'd be useful to have a GitHub action as a required PR status check that you have to click to validate every time there's a PR with a minor change that will be merged.

I'm willing to implement this but I'm wondering if it'd be useful for other users as a built in feature too
