Graph Tooltip in the wrong position

This is only partially fixed, the tooltip is still in the wrong position. It should be at the position of the hovered node, not between nodes:

@mcorteel I guess this needs to be specced out more. My understanding was that the desired behaviour was the average of all the points shown in the tooltip. I can see why you'd want it at the hovered point though

I still can reproduce this issue on the samples/combo-bar-line.html like described here: #2100

Yes, I think it's better.

But on the combo-bar-line sample, now, the tooltip seems to show the data of the bar chart instead of the line chart and at the wrong position.

Yes, I think it makes sense to show the tooltip at each point. It seems weird that the arrow of the tooltip doesn't point to anything.
