Joining a group via securejoin results in tons of implicit member addition messages

This is what happened when joining experimental almost 1000 member group via securejoin:

When being added manually it is fine:

Joining via securejoin, using QR code from the same version results in a bug, so it is not a problem with the inviter, I am using the latest main version:

Simple test:

1. Alice creates a group.
2. Alice creates a QR code.
3. Bob joins via QR code.
4. Charlie joins via QR code.

Charlie sees a message about implicit addition of Bob.
