Some of CONTRIBUTING.MD is redundant?

I am new here and I was going through the CONTRIBUTING.MD. There is a line, "Take a look at the Contribution Guidelines for on how to contribute to the project." while I'm already reading the same which felt unnecessary for that statement to be in there.

Also, in README.md, there is a section called Build Instructions where it is redirecting to a documentation page and it in turn is asking to redirect to CONTRIBUTING.MD.

Is it something that needs change or is it chosen to be that way?

Let me know if it needs changing, I'll create an issue and work on it.

@romani Here is the PR : #20358 with all the CI Checks passing except one named performance regression. I feel these changes have not broken anything but if there is something that I need to fix, let me know.
