Filter/search bar doesn't load unless you manually refresh

**Describe the bug**
When navigating to a private repo's actions page, the filter bar doesn't appear unless I refresh the page

**To Reproduce**
Steps to reproduce the behavior:
1. Go to a repo where the filter should appear
2. Navigate to Actions tab
3. See no filter bar

**Expected behavior**
Filter should appear

**Desktop:**
 - OS: macOS 26.4
 - Browser firefox
 - Version 149.0
