Notable changes in this release include:
 - Updated WebUI to fix problems introduced during Rails upgrade,
 - Updated opscode-account to fix a bug introduced with Ruby 1.9.3,
 - Updated oc-chef-pedant to fix test failures in some timezones, and
 - Configuration change for opscode-chef on machines configured as backed.
