SSLError, Can't download clipseg-rd64-refined

I always have below error, it seems the network has some problem. Is there anyway to manually download this model from hugging face and make it works?

@F4irytale 我在执行第三个命令时，不用VPN连第一个都下载不了，会显示超时pip._vendor.urllib3.exceptions.ReadTimeoutError: HTTPSConnectionPool(host='files.pythonhosted.org', port=443): Read timed out。
但是用vpn又会显示Could not fetch URL https://pypi.org/simple/torch/: There was a problem confirming the ssl certificate: HTTPSConnectionPool(host='pypi.org', port=443): Max retries exceeded with url: /simple/torch/ (Caused by SSLError(SSLEOFError(8, 'EOF occurred in violation of protocol (_ssl.c:1131)'))) - skipping
