Replace bash-only clean-dev.sh with Node.js implementation that works on both Windows and Unix systems. The script cleans up port listeners and project binary processes before starting development.
The history module now falls back to USERPROFILE environment variable when HOME is not set, which is the standard on Windows systems. Also includes updated Tauri platform schemas.
