And we need a new relase of SFTPPlus for AIX 7.1 soon.

Scope
Initial scope was to update the minimum required version on AIX. However, AIX 7.1 is again available on IBM Cloud for us.
Changes
Disable parallel builds on AIX to get rid of the random errors building OpenSSL on IBM Cloud.
Use generic Linux glibc version on RHEL 9 and newer, as they use OpenSSL 3.0+.
