Evidence-Bound Project Intelligence and Repair Qualification

Workspai 0.65.0 strengthens the complete path from repository adoption to an
agent-ready, verifiable workspace. Project identity, lifecycle, tests,
governance, runtime topology, and Goal context are now derived through shared
evidence rules that remain accurate across application, library, platform,
extension, native, and polyglot repositories.

What's New:

• Higher-fidelity project taxonomy and lifecycle discovery for Node.js, Go,
  JVM, native, generated, aggregate, and mixed-runtime repositories.
• Proof-backed runtime API registration, explicit implementation-versus-
  registration coverage, proof-bounded source call binding, incremental project-
  scope reuse, and entity-kind-filtered Graph retrieval.
• Canonical CI, release, and ownership governance shared by the workspace
  contract, Model, Graph, Analyze, project lens, and agent context.
• Portable test-surface evidence used consistently by Doctor, Analyze,
  Readiness, Goal Packs, and runtime capabilities.
• A contract-enforced repair qualification matrix covering every supported
  adapter, scope, failure family, and terminal recovery path.
• Stronger Goal retrieval diversity, cache invalidation, canonical symlink-safe
  adoption rollback, and real-repository qualification guarantees.

Compatibility: Existing CLI commands and version-one Workspace
Intelligence contracts remain supported. New governance, test-surface, Graph,
and repair-qualification fields are additive. No public command is removed.
