FixedOffset doesn't support serde, even with serde feature activated

I found this issue: #515

But even with the serde feature activated, FixedOffset does not implement Serialize / Deserialize traits.

Am I missing something obvious here?

FixedOffset still not implement serde::Serialize / Deserialize traits.
Is there a special reason?

I'd assume they just forgot it; a pull request for this should be fairly easy.
