Discussions vs. Issues

Please use Discussions when you are asking a question, exploring an idea,
sharing observations, or are not yet sure whether something is an OpenJOC bug.

Please use Issues for reproducible bugs, regressions, and concrete implementation
tasks where there is enough information for maintainers to investigate or act on.

If a Discussion turns out to be a confirmed OpenJOC bug, it can be moved or followed
up with an Issue later.
