Image updates do not seem to work

When I am pulling an image like testimage:latest and I am pushing a new :latest for that image orchard seems to start all VMs immediately and the workers do not seem to check whether there is a new SHA for :latest

You need to set imagePullPolicy (aka --image-pull-policy argument for orchard create vm) to Always.
