🗣 Description

Add CODEOWNERS file to the repository.
See: https://help.github.com/en/github/creating-cloning-and-archiving-repositories/about-code-owners

💭 Motivation and Context

Make it easier for maintainers and other contributors to requests PR reviews from the proper people.

🧪 Testing

CI tests as well as annoying the team with test PRs.

🚥 Types of Changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (causes existing functionality to change)
