• Documentation and configuration now consistently use the published npm
  scope @cisco_open (underscore), distinct from the cisco-open GitHub
  org (hyphen). See docs/maintainers/npmregistry.md.
• Install and quick-start docs default to npm install -g @cisco_open/...;
  the source-based workflow (clone + build + npm link) is now framed as
  the maintainer/contributor path.

Added

• sync-badge and prerelease npm scripts that keep the README status
  badge in sync with the package version.

Fixed

• Stabilized the ruleset-loader cache timing test that could fail on
  faster runtimes (Node 24).
