[ENH] Add tests for the hashtag analyzer #105

Summary
Hashtag analyzer currently does not have a test implemented. It should be added such that it is ran as part of CI upon new pull requests.
How to address this?
Testing architecture for the CLI was added in #67. The tests should be implemented following that logic.
