Improve Documentation for Handling Project Dependecies #144

The goal of this issue falls inline with what issue #123, #135, #142, and issue #143 are trying to accomplish. While the developer docs touches on how to create venv environments and installing the project dependencies using the included bootstrap scripts in the project, I think there are additional details that could be touched upon. Such as the version requirements for the python portion of the codebase to function properly, and how ensure that new developers have the correct version of python available for running the project. Furthermore, documentation is needed for handling dependencies (such as adding/removing said dependencies) in both the python and typescript portions of the codebase. Said documentation should also provide some general troubleshooting steps in the case where either the python or typescript dependecies fail to install properly (help us help you, we need details!)
