Created ownership file which was prompted by the application for the Digital Public Good Alliance. The file just says that no one owns Mango Tree and it is created as a public good.

Thanks @HelenGlover. Sounds good to me (but note I don't have the legal insight to judge if anything is missing).
Just one small thing: can we make the name of the file all caps to OWNERSHIP.md. This would be in line with how other .md files are named (e.g. CONTRIBUTING.md) and is conventional in github repos.
@sandytribal just pinging here in case you wanted to have a look as well at ownership file.
