Reserve the numbers of unfinished proposals, and add the template Home and the sidebar linked to Proposal-0003 and Proposal-0004, which have never been posted, so both links were broken. Those numbers and 0007 are now listed as reserved rather than linked. The pages are on the drafts branch. Add Proposal-Template, moved from docs/proposals/TEMPLATE.md in the models repository, and fold in that folder's README: the reading order, which repository each proposal concerns, and where to start a new one. Update proposals 0001 and 0002 0001: restructure section 4 around four elements, move detail to an appendix ordered by first reference, add an SVG overview diagram, rename network/ to geography/, and have fetch stages write into a directory rather than return bytes. 0002: mirror that structure, remap the amendment table onto 0001's new sections, and add Table Schema / Data Package as an open question.
