The following group policy setting must be disabled (=0) for the ribbon to load:

Computer\HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\office\16.0\common\toolbars\project\noextensibilitycustomizationfromdocument

Note: this setting can be enabled/disabled per office product.
