Description

This merge request introduces a new Belarus (be-BY) localization for the project. It includes translations for all relevant strings and ensures that the new locale is fully supported across the application.

@NikitaRadzkov Thank you for this contribution! I've simply removed the explicit changeset update for clerk-react, as that'll be handled by the localization changeset entry by default.
