Description

The previous canUseKeyless__client did not depend on process.env.NODE_ENV, which during pnpm build would case ClientClerkProvider to render LazyCreateKeylessApplication which then "bypasses" any error related to missing PK.

The above was handled gracefully, as clerk-js would simply not be attempted to load. But this PR brings back the intended behaviour.
