feat(clerk-js): Ability to set password from user profile when password is enabled and not required

This PR is paired with: [DASH-1319] -- Sign ups without password are no longer supported if which allows password to be optional.

This update addresses a user flow where users wanted to enable passwords but not require them at sign-up. The original intent was to allow users to sign up and log in initially using an email code, with the option to add a password later.
