Implemented SIS Configuration Threshold minigame with a two-step evidence-to-decision flow. Deviations from planning: certified baseline values are intentionally omitted from the main table (shown only in Compare), compare unlock accepts completed objective fallback, and EN-002 assessment remains event-mapped rather than directly set in confirm. Added sis_certification_seen; retained sis_config_seen and sis_tamper_confirmed progression globals.
