Release browser reorganization + weekly Parquet + archiving

Reorganize the Downloads "Browse All Releases" widget into a clear 2×2 — Bundles (Monthly/Full, Weekly/Deltas) and Parquet (Monthly/Full, Weekly/Deltas) — and add the weekly delta Parquet sets, which are published but not currently browsable. Weekly Parquet needs a more dynamic, hierarchical (month-nested, lazy) view given 20 sections per release. Also add an archiving scheme for weekly deltas from prior months and monthly sets/bundles from prior years.
