EGAL paper link is broken

The Equality guide's reference link to the EGAL paper appears to be broken.

The current URL is https://citeseerx.ist.psu.edu/viewdoc/download;jsessionid=1?doi=10.1.1.23.9999&rep=rep1&type=pdf, on Penn State's CiteSeerX. For me today this returns JSON {"message":"Token is required"}.

I see two working URLs in the wild:
