Use the commit from cloud-custodian/trivy based on upstream v0.65.0, and pull in any other Go dependency updates.
We're not using uv, but we can have somewhat easier dev dependency bumps with pip-compile & pip-sync. Add a `just update-dev-dependencies` helper recipe.
