Changes proposed in this pull request:

  • Add nlb vm_extension for bbs on diego-api instance group, has a health check to find the instance of BBS running on 8889
  • When looking at AWS Console, only 1 node should show as healthy, the others should not as only the primary BBS instance will be running on 8889.
  • Part of https://github.com/cloud-gov/private/issues/2810

security considerations

Adds diego-api vms to register in nlb target group
